본명은 윌프리드 도버로 명탐정 중 최악의 외모를 지닌 인물로 런던 경시청 범죄수사과 주임 경감이다. 경시청 내에서도 모두가 싫어하는 골칫거리로 체중이 110kg이나 나가며, 기름기 흥건한 얼굴에 조그마한 들창코, 돼지처럼 부르튼 입, 작은 눈, 히틀러와 같은 모양의 콧수염을 지녔다. 게다가 음험하고 소심하고 얼간이이고 질투심이 강하며 횡폭하고 대단한 심술쟁이이다. 만성소화불량이면서도 대식가라서 가는 곳곳마다 염치없이 음식을 반강제로 빼앗아먹고, 게으름도 심해서 조금이라도 비나 눈이 오면 꾀병을 부려 수사를 쉬고 머크리거 부장형사에게 수사를 시킨다. 수사가 부진하여 귀찮아지면 다짜고짜 아무나 지목하여 유치장에 넣어버리고 반발하는 부하들은 직무 태만으로 몰아붙인다. 증거는 나중에 아무렇게나 만들어버린다. 이런 터무니없는 수사가 오히려 범인의 넋을 빼놓아 의심과 불안을 심어주어 결국 꼬리가 잡히게 된다. 이렇게 뜻하지 않은 진범을 잡으면 도버 경감 역시 어쩔 줄 몰라한다.
