몇몇 분이 리뷰에 쓰신 것처럼 같은 내용이 대중없이 반복되는 면이 없지 않은데, 그래도 여러 자료가 갈무리되어 있어 잘 참고하였다. 출처 표시가 친절하지는 않아, 일부를 찾아 정리해 둘 요량으로 페이퍼를 쓴다.

[어떤 자료는 출처를 표시하지 않은 것이나 마찬가지인 "중국경제금융연구소"를 출처로 드셨는데(저자께서 위 연구소 소장이시다), 저자께서는 인용한 자료의 원출처를 쉽게 찾으실 수 있을까?]

요 며칠 DeepSeek 때문에 업계가 떠들썩한데, 이 책에도 강조되어 있는 것처럼 중국에 대한 반감이 객관적이고 냉정한 평가를 흐려서는 안 될 것이다("한국은 중국을 짝퉁의 나라로만 볼 것이 아니라 미국을 넘어설 신개념 반도체를 개발하는 나라로 보고 대응 전략을 짜야 한다." 233쪽).

중국 경제가 어려운 상황인 것과는 별개로, 우리가 격차를 벌릴 새도 없이 이미 여러 분야에서 중국은 우리의 과학기술을 훌쩍 앞서버렸고(우리나라뿐 아니라 다른 모든 나라를 앞질러 미국까지 위협하고 있고), 인재 귀한 줄 모르는 우리 사회가 이 같은 상황을 타개하려는 절실한 노력을 하고 있지도 않으므로 격차는 점점 벌어질 것이다. 인구나 물량으로는 게임이 안 되는데, 다른 곳에 낭비되는 예산을 아끼고 아껴서 R&D 투자라도 더 열심히 해야 하는 거 아닌가?

우리는 K-POP, 드라마, 영화의 세계적 인기와 위상에 취해 있지만, 우리 저력의 또 다른 축인 과학기술의 혁신 없이는, 문화적 광채도 점차 빛을 잃고 저물어버린 한 시대의 화양연화(花樣年華)처럼 기억되고 말 것이다. 우리도 국내외 STEM 전공자(+ 이민자)를 무조건 우대하는 방향으로 가야 다른 인문, 사회, 예술 분야에서도 그나마 장기적으로 승산이 있지 않을까?

지정학(地政學, Geopolitics), 지경학(地經學, Geoeconomics)을 넘어 기경학(技經學, Technoeconomics)의 시대라는 말까지 나오는 지금, 우리가 '반도체'와 '배터리'를 앞세워 G2를 연결하는 역할을 할 수 있을까? 2023년 5월에 나온 이 책에서는 '미국은 반도체(TSMC)는 있지만 배터리가 없고, 중국은 배터리(CATL)는 있지만 반도체가 없다'고 거칠게 요약하였는데, 지금은 과연 그러한 희망을 품을 수 있는가? 바이오, 에너지 산업은 또 어떡하지?

책은 '미·중 전쟁에서 미국이 중국을 압도해 내지 못하면 기술 표준이 American Standard와 Chinese Standard 두 개로 갈라질 수밖에 없을 것'이라고도 썼는데, 책에서 다루지 않은 5G(+ 6G) 이동통신 표준에서는 이미 화웨이, ZTE, Oppo 등 중국 기업이 두각을 나타내고 있고, DeepSeek의 등장은 '스푸트니크 충격'에 비견되고 있다.

될 수만 있다면 좋을 수도 있겠는데, 파운드리 부문의 지배구조를 재편해 국가 차원의 "KSMC"를 키우자는 제안(269쪽), 구미를 "전기자동차용 실리콘밸리"로 전환하자는 제안(314쪽)은 얼마나 현실성 있는 제안인지 모르겠다. 우리 정치 구조상, 유권자들에게 그런 미래 비전에 기꺼이 표를 던질 여유가 있는가? 아무튼 지역의 대학과 산업을 키워내지 못하고는 우리의 미래가 밝지 않다고 본다.

모두 중국 관련 책들인데, 『한국 반도체 슈퍼 乙 전략』 외에는 나온 지 10년가량 지났다. 과거에 나온 책들이 중국 정치 경제의 최근 분위기에 얼마나 부합하는 내용인지 모르겠으나, 『한국 반도체 슈퍼 乙 전략』의 중국 편향(?)은 지금 읽기에는 오히려 균형을 잡는 데 도움되는 측면도 있었던 것 같다.

* 그나저나 중국계 인물의 이름 표기가 대단히 혼란스럽다. 리사 수, 젠슨 황과 달리 모리스 창은 왜 장중머우도 아니고 "장충모"(張忠謀)인가? 량멍쑹, 첸밍후를 "양맹송"(梁孟松), "후정밍"(胡正明)이라고 쓰는 게 맞나? 이분들이야 한국에서도 위와 같이 쓰는 경우가 있으니 그렇다 치더라도(이상하게 '호정명'이라고 읽지 않는다), TSMC R&D 부소장 이름을 우리 식 한자어 독음대로 "임본견"이라고만 써 두시니(212쪽), 구글에서는 '한복' 관련 자료가, 네이버에서는 '일본견(犬)' 관련 자료만 잔뜩 나와 이분이 국내 언론에도 자주 언급되는 린번젠(Burn-Jeng Lin, 林本堅)이라는 것을 알아채는 데 굳이 시간을 들여야만 했다. 그러면서도 런정페이를 '임정배(任正非)'라고 쓰지는 않으셨다. "장지", "야오팅"도 "张霁", "姚婷" 같은 표기를 함께 해주셨으면 더 좋았을 것이다(220쪽). 화웨이가 2022년에 영입했다는 '두 명의 러시아 컴퓨터 천재 소녀'는 책에 이름이 쓰여 있지도 않다.
