When subjects may experience seriouspsychological distress from reviewing a researchresult, the study plan should include professionalcounseling to minimize the risk of studyparticipation. - P125

Apart from any internal desire to protect the institutionpartof individual members, the institution mustalso avoid placing external pressure on the IRB to servein this role. This may be a natural expectation for deans,
provosts, presidents, and other officials and, as previouslymentioned, is not necessarily incompatible with the roleof the IRB, but should never be confused with its primaryrole. This separation of roles will be especially importantas penalties for noncompliance continue to increase, andinstitutions come to view their IRBs as a chief means ofpreventing regulatory sanctions.
